Portland police have publicly identified the man who was killed in a downtown Portland shooting last week. Douglas Ivers, 50, of Portland, died of a gunshot wound, officials said. His death was ruled a homicide.

"If you're coming downtown to engage in this lawlessness, you are not welcome," Indianapolis Police Chief Chris Bailey said.
