I'm pretty sure they are; right by the Visitor Center are at least two really nice overlooks. Your best bet is to contact TRNP via the website or phone to confirm; the Rangers are very helpful. You also should ask about the South Unit of the Park, even if most of the trails are not accessible, and make it a point to visit there. You will find many fantastic points of interest right on the turnouts and overlooks, not to mention plenty of wildlife.
